Implementing Regulation (EU) 2024/1130 of 19 April 2024 amended Implementing Regulation (EU) No. 577/2013 on the non-commercial movement of dogs, cats and ferrets. Russia and Belarus were removed from the list of territories and third countries in accordance with Part 2 of Annex II to Implementing Regulation (EU) No. 577/2013.
This means that
From 16 September 2024, pets (dogs, cats, ferrets) can only enter the EU with a valid rabies vaccination and a valid rabies antibody titration test. Please note that the blood sample required for the test must be taken three months before the pet is brought into the EU and the rabies antibody titration test must be carried out in a laboratory authorised by the EU.
